A significant milestone has unfolded in Turkey with a major shift in the management of vehicle inspection services. Formerly held by TÜVTÜRK, the assignment is now in the hands of the newly established MOI Consortium, featuring well-known entities Opus and Met-Gün Group, for the 2027-2047 period. This substantial tender, pegged at a value of $1.72 billion, marks a vital financial boost for Turkey, being one of the largest capital inflows in the nation's recent history.
The Turkish Privatization Administration initiated this tender to allocate vehicle inspection oversight for the next two decades. Ultimately, the MOI Consortium was chosen, comprising industry leaders such as Opus, Met-Gün İnşaat, Itversia Gestion S.L., and VTV Norte SA. This coalition represents a powerful force in global vehicle inspection processes. The tender result brings a noteworthy benefit to the Treasury, with a $1.19 billion increase from the previous 2007 contracts, which concluded in staggered payments of $830 million and $890 million.
The tender saw spirited competition from a mix of local and international players. This included well-regarded entities from Germany, the UK, and the US. Former partner of TÜV SÜD, Doğuş Group, took a new approach, joining separate consortia. Despite this, the contest narrowed to a battle between AGTT Consortium and MOI, with MOI prevailing in both identified zones.
First Region Tender:
Doğuş Tem Group's proposal peaked at $805 million before stepping back.
AGTT finalized their bid at $825 million.
MOI captured the win with a strategic bid of $830 million.
Second Region Tender:
In this region, Doğuş Tem Group halted at a $810 million stake.
AGTT ended their bid at $884 million.
The distinguished win was claimed by MOI with an $890 million offer.
The MOI Consortium leveraged a unique mix of expertise from US-based Opus, Spain's Itversia Gestion, Argentina’s VTV Norte SA, and Turkey’s Met-Gün Group. Opus dominates the US market, overseeing 80% of operations, and extends its reach across four continents. Their alliance with local player Met-Gün facilitates the integration of superior vehicle inspection and smart support services within Turkey.
Alfredo Granai, President of Opus Group's Latin American operations, expressed anticipation about entering this lucrative market. He emphasized the fruitful collaboration with Met-Gün Group, highlighting a harmonious blend of global and domestic knowledge and competencies.
